You have to copy *image* by using dd command instead of just copying files. ;-) Try:
# cd /boot/grub # dd if=stage1 of=/dev/fd0 bs=512 count=1 # dd if=stage2 of=/dev/fd0 bs=512 seek=1

I have been successful with the following: use a formatted dos floppy # grub
root (hd0,3) <----- partition where grub is located setup (fd0) <----- /dev/fd0, floppy drive
quit #
