I haven't seen your problems at all on my laptop. I have issues with their driver, but none like what you're seeing

It was the strangest crap I have ever seen out of an ATI driver. This was the first time I had seen the FPS from glxgears apparently go into a death spiral with decreasing FPS each time. I wanted to save the output, but the damn driver hardlocked my laptop. The FPS spiral looked like this (approximate values):
1900 frames in 5.0 seconds = 380
