Don't they only sell those editions only in so called "third world" countries? I remember a similar edition of Windows XP -- it could only support up to X MB of ram and X GB hard drive (something along the lines of 128mb / 40GB... IIRC) Either way Windows has a built in limit of the number of programs it can run -- or even how long you can go without reinstalling (and then after X reinstalls it tells you "you have activated too many time" and asks you to enter a new serial number).
