splash=1 at the boot screen should overide any splash=0 in your boot config. Use yast2 bootloader to check your configuration and yast2 runlevel to check the splash early and splash services are started and running. Check the packages bootsplash, bootsplash-branding-openSUSE and gfxboot-branding-openSUSE exist.
