This is a bug , do "zypper in zypper libzypp" and try again.
zypper & libzypp are certainly already installed, but ok,

Usually it is solved using YaST Online Update (YOU), which will update zypper/libzypp, restart and let you finish the rest, but it should be possible with "zypper in -f zypper libzypp".
