This is not documented: I just read the help for this.
It's not documented because that should not work that way. If you turn off the table toolbar, it is supposed to stay off for all tables in all documents until you turn it on again. Does your problem document have multiple text flows (although I just tried inserting a text frame with text and a table and it respected the global table toolbar setting) or some other unusual configuration? Did the document start life in MS Office? I tested creating a second document without closing the first... it respected the toolbar setting. I also tested closing all OOo instances and restarting. Created a new document with a table and it respected my toolbar settings. This is what I would expect... so something is odd with your document.. or with your OOo install.
