Sure, but before you do all of that, check YaST. That should already be keyboard system default for keyboard group switching, which is probably simpler (like Alt-LeftShift) YaST => Hardware => Keyboard Layout => Options -> Group Shit/Lock Behavior -> choose the option you want here for system (all users) default.
This has nothing to do with kde switching mode. More accurately this method works only if kde layouts are disbaled as kde settings overrules these yast settings (at least this is what the kde manual says).
K-menu => Personal settings =>Regional & Accessability => Keyboard Layout => Layout (to pick alternate keyboards) => Switching Options => Keyboard Shortcuts -> Keyboard (very bottom of column "Action") -> Switch to Next Keyboard Layout
I know this. It just does not work with the ALT+SHIFT combination. Now I have the feeling that you haven't tested it and just gave advise based on what is expected to occur.
