Sounds like a LAME problem...
I believe for proprietary reasons, SuSE omits an mp3 codec from the base package. It has to be added separately. The opensource mp3 codec is called LAME, there should be an available package at the packman repository:
http://packman.unixheads.com/suse/10.3/i586/
That should cure all that ails you! (You may need to do some reconfiguring of amarok and Kaffine to make sure it finds lame)

That seems to have done the trick, though I had to get the 64 bit version.
