I think I'm zeroing in on the problem (I hope). A "lshal" shows all devices including the dvd drive /dev/hdc AND the 3.5GB data dvd that is in it. "lshal -m" will toggle from true to false when the media is ejected, but none of this is picked up by KDE or the OS. Hey, it works, especially for testing. Not having access to another 10.2 box (my mom is 80 miles away and on a dialup), I don't have anything to compare with.
