Sure they do :-), and so can you with the KDE:KDE4 build service packages. But as you noted they are development versions, don't risk your user account.

The stuff from the build service installs to /opt/kde4. So it doesn't overwrite any program files of your kde3 installation. But there is also the the ~/.kde configuration directory, which is used by both versions.
