I don't know about it being a bug, but it is IIANM a change with the new 'update/package management' system in 10.1. It appears you are now required to make it a repository via createrepo. I believe before there was a script genIS_CACHE or something like that that made it's own rpm info that now seems to require a repodata structure. Do a search on the opensuse site for installation sources and you will find more info on this. At the present IMHO we are experiencing the change to a new package management system that has us all out of sorts because for at least me, the old system wasn't broken, and I followed the old axiom, "If it ain't broke, don't fix it."
