IMHO, never. I've been trying to decipher them since I first started using RedHat 4.2 back in the '90s and still have yet to glean anything useful out of them. Fortunately these days, there's usually someone who writes a tutorial or description in plain language so the information can be understood. In other words, if a newbie can be never shown a man page, that's good enough. :)
