IMHO, never. I've been trying to decipher them since I first started using RedHat 4.2 back in the '90s and still have yet to glean anything useful out of them. Fortunately these days, there's usually someone who writes a tutorial or description in plain language so the information can be understood. In other words, if a newbie can be never shown a man page, that's good enough. :)
CUPS passwords are separate from system passwords. ...for some wierd unfathonable reason.

Amusing. Althought sometimes cryptic, the basis for conveying information about administering to your system. It's like throwing the pennies away because they amount to so little individually. If you feel that they are lacking so much, why don't you re-write them in a form that *is* understandable to you and submit your changes to the package authors, remembering that what you feel easy to understand the next individual may find babble.

You make light without reason. It saves making the root password more public, not particularly for security of the printer (a foolish notion, imnsho) but for commands that can affect the sancity of your system. Some man pages are not very helpful, but most are quite helpful. Most man pages are understandable even to a newbie. We would be senselessly handicapping ourselves by avoiding the man pages sitting right there on our systems.
