Actually it does restart X, but that is not the problem with updating KDE You have to close X down completely, with either the init 3 or ctrl-alt-backspace, otherwise you won't initialize the new KDE/gnome system files. You do need to init 3 (but not Ctl-Alt-Bsp), then init 5, because this also restart kdm, which changes with a kde update (as well as check /opt/kde3/share/config/kdm/kdmrc and make sure it is still a symlink to /etc/opt/kde3/share/config/kdm/kdmrc).
