That is true for probably the nmjority of software included with SUSE, yet it all is included. For the user the thing that makes SUSE enjoyable is that a lot of software is already included. I don't have to do a search what the exact URL of an rpm is and do rpm -Uvh http://example.com/kjdkjd/kjdhshk/uqq/ccu/file.rpm. I just start up YaST and install it.
