It was run jointly by Kent and Lancaster. The Kent machine IIRC is a Solaris box with a cabinet of hot-swappable disks. I think the hardware is paid for by Sun and I guess they still pay a couple of people to keep it all going, but without official funding and the support of Lancaster, I presume they've had to cut down on what they can provide.
Mirrorservice.org now also run an rsync server. I haven't tried this yet, but I'd bet if it works it's a lot faster than ftp.
