With the 2.4 kernels it was necessary to use ide-scsi. Do you have "hdc=ide-scsi" (or whatever your burner is) as a boot parameter? Yup... it's there.
OK, I guess from the kernel version that you're using 9.0 (why haven't you updated? -99 is old), and I remember a bug in 9.0 that concerned resmgr.
To check if that's the problem, open a console, su to root and run "resmgr login <your username> :0", then start k3b as your regular user and see if it detects your burner
