Start with the Administration guide suggestion on page 267. (Shortly: use files from the /etc/skel directory.)

The skeleton files where installed during creation of the user. Do I have to reinstall them till it works Windows-like? Seriously, the question is: what lines do I have to append in ~/.bashrc or ~/.profile or whatever other file to restore the bash history function?
