Start with the Administration guide suggestion on page 267. (Shortly: use files from the /etc/skel directory.)

The skeleton files where installed during creation of the user. Do I have to reinstall them till it works Windows-like?
Configuration files in /etc/skel do not disable the history feature. If you compare them with ~/.bashrc and ~/.profile then you may find the problem. You may also want to check the status of variables described in the section HISTORY in "man bash". -- A.M.
