Indeed. Either don't use konqueror to download, or go to the helper applications settings and remove the settings for the .rpm suffix (just search for rpm in the search box and remove all the programs you find, also remove the embedded settings). You may also want to remove the krpmview.desktop file from /opt/kde3/share/services/ in case konqueror still tried to handle rpms. It seems the konqueror package handler plugin thing is broken in a subtle way that makes it misbehave like that sometimes, though not always.
