In GNOME2, it's stored as a GConf value, so start the GConf editor (Applications -> System Tools -> Configuration Editor), and navigate to:
/desktop/gnome/applications/window_manager
And change the value of 'default' to whatever you want it to be (eg sawfish)
Doesn't work... I had previously tried with the 'current' setting, and it didn't work.
Or, if you want it to take effect immediately, run the following at a command line:
killall -9 VALUE1 ; sleep 2s ; VALUE2
Where VALUE1 is what 'default' was set to originally, and VALUE2 is what you changed it to.

Hold on.. without the sleep, on a terminal, it does work: killall -9 metacity ; sawfish & Then, exiting the sesion with save, and login in again, and the change remains!
