For cable select you need a special cable, sort of like the floppy-cable.
If you look at a CS cable you will find that one "branch" of it has a hole in one wire (#28). That goes to the drive you want to set as Slave. The other end goes to the Master. Set the jumpers for Cable Select on *both* drives. The middle connector is the one that goes onto the IDE bus connector, and each end goes to a drive.
