Probably you are right since these slogans are likely kind of "trademarks" (and particularly in my language translation of them would be funny).
and the phrase "Build Service" also do not think that translations for "Wiki" exist. "Download" is probably understood by every person using the internet. So it really boils down to translating the sentence about the project. I am really not sure whether this is really important. However, this sentence hadn't been there before, so I do not agree that the new homepage is a step back in this regard.
I think these phrases (and any other on the page) should be translated.
