services-manager was introduced only in this version ang (I guess) it
obsoletes the runlevel module. But yast2-trans still includes only
runlevel.mo and not a single line from it is used. Maybe just an
incorrect rename issue?

Well, you need first a services-manager.pot file to translate into
services-manager.po, which then is used to generate services-manager.mo.

No, it is not a rename issue. If the correct file name is indeed
services-manager, it is that the devs "forgot" to create the translation
hooks for it, or to submit the file to us.

Serious bug, IMHO.

BTW, there is also one REALLY OLD zypper translation bug
(https://bugzilla.novell.com/show_bug.cgi?id=756195), but it affects
only languages with several plural forms.

I have no idea about that kind of problem. There is a suggestion in
comment 2, does it not work for you?
