We are the only ones who decide what to vote for, therefore if the
options are wrong, something went wrong earlier in the process. If a

The "population" for the first vote was not the same as for the second vote.

A blank vote doesn't necessarily mean a protest, just that so many or so
few people didn't agree with the offered options, but they did bother to
vote. It is also not the same to have a 60% of abstention than a 60% of
blank votes.

How to interpret a blank vote is difficult.
