We've written a SVN guide with some basic steps some time ago. Although some parts might be outdated now, but the basic principles still apply:

It seems to have a decode problem I cannot read it with UTF-8 nor any other decoding available to me,so I cannot read almost anything, can you check it out and let me know?
It's a PDF file, you don't need to decode anything. This is mostly a binary file and you need Adobe Acrobat, okular, envince, or any other viewer to read them. :)
