I do get the crucial point. I have been a Debian Developer long enough to know these discussions.
It does not matter what is reasonable or not, it only matters that openSUSE users can install it.

Cloud instances are not being installed. They use preconfigured images, so this particular point does not apply either.
See that mail what the official mechanism is to enable systemd services by default (at least in December 2017, perhaps things are different now).
