I think it is because Swedish = Svenska.
Not sure why ISO have set it that way but I believe the reason is that Swedish is spoken in Finland as well. This is a big guess from my side. In Sweden we use a locale setting in Linux to sv_SE and in the Swedish speaking parts in Finland they use sv_FI.
