1. Start on boot could not work, search is user-specific so it only works after logging in... And it always runs if enabled, and does not run if disabled. (you disable it by adding your homefolder to the 'do not index' list - there's nothing to index so it won't start).
2. Run once and exit Run once and then do what? Search is always there so you can use it - if it would not run, you can't search. I guess you mean the indexing, you want to quit after indexing everything? Then it would not see any changes and give 'old' results when you search. Why would you want that?
If you don't want it to use power when you are on battery, that is already done: search won't index anything other than the file name (which is so fast it really takes no power) when you are on battery power.
Perhaps you can explain what problem you have, so we can see what solution would work best?
Sorry for the hard questions, but the developers do not want to add more complexity unless there is a problem that is solved by the extra code ;-)

Most of the time I don't need an indexer,i want a >>>simple<<< way to switch it on and off. (This is no problem or additional complexity, maybe a present for christmas.)
