That's not how it works, neither in kdepim3 nor kdepim4. If you want filters on the server, set them up on the server. There are only a few things that can be done via sieve and kmail. Emails are downloaded and put back on the server. Martin stated where you can find the filter rules settings and configure which account they apply to.
