Haven't tried 4.8 yet, but that's where they are in 4.7 and previous versions.

It's even easier and did not change since kdepim3. Right-click on a message in the message list and pick create filter.

It's not a POP3 feed I'm trying to set up but IMAP. I can create filters allright, but they don't DO anything. That's not how it works, neither in kdepim3 nor kdepim4. If you want filters on the server, set them up on the server. There are only a few things that can be done via sieve and kmail. Emails are downloaded and put back on the server. Martin stated where you can find the filter rules settings and configure which account they apply to.
