I for one could only get a decent workable system from MS4, if I remember correctly, and the only bug prior to that was the system not working (I guess due to the KMS stuff going on, I was left staring at a black screen, and nothing to do). Testers need to have systems that work to the point where they can carry out their testing on the desktop, various apps, etc. For this release cycle (it is not the GNOME team's doing I know), that point was reached at around MS4 I think.
