I've seen the same problem occasionally, it's likely related to
"Job network.target/start deleted to break ordering cycle starting with
xinetd.service/start".
Can you see the same message in the journal?

I think I have the same issue when it's on WiFi only. With cable plugged in
everything is OK. Could you confirm?
