I disagree. I use since some time Adobe Flash Player in Firefox with "click-to-enable" to be more safe against possible attacks via Flash in advertisments or whatever other third-party content on web sites. But I have Adobe Flash Player installed because I want to be able to use it when I want it (i.e. when I explicitly click on one particular Flash content). I think for your proposal a separated setting in Firefox would be needed like "do-not-announce-flash". Cf. RFC 1925: It is always possible to aglutenate multiple separate problems into a single complex interdependent solution. In most cases this is a bad idea. ... One size never fits all.
