I don't agree. I was one of the people who asked for updates on the way forward from beta 1. And "Beta1" is not a floating target since it still is beta1. What is updated is the 13.1 repository. If you think, testing becomes difficult then don't update. For me testing 13.1 beta 1 was the big issue since just too much stuff was broken and reportedly already fixed in various devel projects. Avoiding updates is easier than getting them in the first place. So I very much welcome the floating updates in the 13.1 repo. The DBus incident is unfortunate though but I'm back on the dbus packages from beta 1 and system is usable again.
