I've often wondered what processes distros ever went through in choosing a default editor, particularly those resulting in this particular one Joe that I'd be highly unlikely to think to try if my default editor MC was missing, broken or otherwise unavailable. IMO any system lacking an OFM has get an OFM installed as job priority one. If MC is missing and otherwise unavailable before editing was required, nano would be my first choice.
