Absolutely. Mentoring will be crucial to get new people involved and up to the level where they can help out with core issues. Basically, if a maintainer says 'I have no time for mentoring' he's shooting himself in the foot because that way, you never will.
Warning: it can be legit... Imagine coolo; asking him to take 1 hour a day for mentoring... to help a potential maintainer and at the end of 3 months everyone realizes it was a wasted effort. People like him hold the world on their shoulders, 1 hour is probably asking too much already ;) So it's probably not that straight forward. But if everything works OK, then after some time he could have someone to relly to share the load (of work, not something else).
