Is it caused by grub2 package missing in the media? Are you use 32-bit or 64-bit?
64-bit installation should be fine IMO as grub2-efi (needed by elilo) is in the packages list .. but I don' know about the status of 32-bit, looks much likely it would have trouble if grub2 package not listed in kiwi's package list ...

Looked at the image again and it seems to be new issue. It was casued by missing utilities in grub2 package, I wonder grub2 package is missing in the media but don't know how exactly this would happen. Would you mind to fire a bugzilla for this?
