Not a known bug. Are you using systemd? Is NetworkManager running in background?
I have seen that message, but only when NetworkManager has not started.

I have the same problem right after installation in VirtualBox from KDE Live DVD. Checking "enable networking" does not seem to do anything. After clicking on "Manage Connections..." I see an empty list of Wired connections and the "Add.." button is greyed out with no possibility to do anything. I do not seem to have NetworkManager running. What is the process name exactly?
