This is run time configuration only. There is no need to store the setting in /etc/ntp.conf in the majority of use cases. As an example the NTP servers might be provided by DHCP or DNS SRV records.
Check /var/log/messages for "runtime configuration" messages.
Do we have to explain this ntp runtime concept in the release notes or better in a README of the package and only reference this README in the release notes?
