Your argumentation is correct, but we implement it different in openSUSE:Factory.
Simply submit all packages as a single request; you can mention that they belong together. They will then be grouped as a staging group, which in result will have the same effect as you wish: all packages will be checked in at the same time, ensuring that all remains valid.

Hello Dominique! I did it in the request that has been forwarded to factory. Must I provide a new one? If yes, how can I pick single packages from one repository to be submitted in one request?
