I had time to troubleshoot this problem today, fixed it, and thought I should
post more information, for the benefit of any who discover this thread through
a search engine.
I hadn't understood Michael's suggestion re "running YaST bootloader again
could help to reinstall generic MBR boot code to /dev/sda ?" I then read the
docs for Leap 15.1, and found, at:

"Important: Reinstalling the Boot Loader
To reinstall the boot loader, make sure to change a setting in YaST and then
change it back."
I did this, then re-ran the command Michael had provided:
hexdump -n 512 -C /dev/sda
The hexdump now resembled the hexdumps for /dev/sdb and /dev/sdc. The generic
MBR boot code had been rewritten successfully to /dev/sda.
I rebooted, removed the grub-related locks in zypper, rebooted again. The
system came up normally, without grub problems.
Thanks once more to Michael, Neil and Jiri for help in troubleshooting this
problem.
