Who said YaST wants to re-write grub.cfg? The problematic /boot operation here has nothing to do with Grub. The problem is that YaST is trying to regenerate initrd... as we (the YaST Team) were told to do in the bug#888804, titled "keyboard changes requires initrd regeneration". A bug that was reported by [drum roll...] Thorsten Kukuk. ;-)
But the regeneration of initrd did come from Frederic ;) And I still don't understand that. Changing the keyboard layout should not require a rebuild of the initrd. Hm, maybe to unlock a full disk encryption...
This is needed when typing passphrase at initrd level. And also, potentially, if you need to drop in dracut shell (if you configure a keyboard layout, it should apply from bootloader level to the system running.
