This is needed when typing passphrase at initrd level.

And also, potentially, if you need to drop in dracut shell (if you configure a
keyboard layout, it should apply from bootloader level to the system running.
At not point during the boot should the keyboard mapping be "reverted" (or not
configured) to US).
