The problem is bigger when you use more than one keyboard layout. For example, I have a notebook with an English layout keyboard, and a docking station with a German layout keyboard. I expect the login page to allow me to change the keyboard layout during login and even if I were using only one keyboard layout (installed/active keyboard layout on the system), I should be informed, which keyboard layout is expected by the password text box. --- The keyboard layout selector is showed in gnome and in the locked screen.
