Login with German and English keyboard layouts installed and active
On an installed openSUSE Leap 42.3 Beta (Build0279)
The login page (where you can type only the password, and it is masked) shows
no notice about the keyboard layout that is used, causing confusion.
The problem is bigger when you use more than one keyboard layout.
For example, I have a notebook with an English layout keyboard, and a docking
station with a German layout keyboard.
I expect the login page to allow me to change the keyboard layout during login
and even if I were using only one keyboard layout (installed/active keyboard
layout on the system), I should be informed, which keyboard layout is expected
by the password text box.

The keyboard layout selector is showed in gnome and in the locked screen.
