I was able to fix this problem for my system, and I'm documenting the fixes
here in case they might help someone else. The first part of the fix was to
add this file to ensure that the initrd image had the right drivers in it:
% cat /etc/dracut.conf.d/50-md-raid.conf
add_drivers+="md-mod raid1 raid456"
The second part of the fix (and apparently the key part) was the addition of
this file. The key part is the addition of "TasksMax=infinity", which is
missing from the normal system definition of this service. This is the key
reason my system wasn't bootable. It seems to be still unfixed in the current
opensuse tumbleweed system.
