1) Actually the "Interval of the Synchronization in Minutes" option makes sense
only in the "Synchronize without Daemon" mode. If the mode is "Now and on Boot"
then the setting is ignored.

There is a bug, the widget should be disabled initially in the "Now and on
Boot" mode.

2) "/usr/sbin/start-ntpd" is part of the "ntp" package

openSUSE 13.2:

# rpm -qf /usr/sbin/start-ntpd
ntp-4.2.6p5-25.9.1.x86_64

Leap 42.1:

# rpm -qf /usr/sbin/start-ntpd
ntp-4.2.8p4-12.2.x86_64

The "ntp" package should be installed by YaST automatically when it is missing.
Or maybe your system is broken... Please check.
