you could capture full packets with tcpdump -s 0 -w /tmp/foo.pcap -epni eth0
to look at them with wireshark and compare the details of working and broken advertisements.
I'm not exactly an IPv6 wizard, but this is what I see: in the working situation, the router advertisement contains 3 ICMPv6 options: "Prefix Information", "Unknown" and "Source link-layer address". In the non-working situation, I see 3 options listed: "Prefix Information", "Unknown" and <blank> - examining the latter, it reports "invalid option length = 0".
