Closing epiphany 3.10 leaves a webkit process and an epiphany process running
in the background. If these processes are not closed they persist through
reboots. They constantly occupy memory.

Reproducible: Always

Steps to Reproduce:
1.open epiphany
2.close epiphany
3.notice the epiphany process still running even after hours from closing
epiphany
Actual Results:
Epiphany is still running

Expected Results:
Epiphany's processes should be automatically killed and should never persist
through boots
